Here’s Which Planned Parenthood Clinics Are Still Seeing Medicaid Patients

In the wake of federal “defunding,” one Planned Parenthood affiliate has halted abortions, another has suspended all Medicaid services, and others are self-pay only. Find out where your local organization stands.

For years, Republicans have talked about “defunding” Planned Parenthood. This year, they made their most significant step yet toward that goal with the budget reconciliation bill signed into law by President Trump on July 4.

Under this budget law, health-care providers who received more than $800,000 in Medicaid reimbursement in fiscal year 2023, and provide abortions as of October 1, 2025, are ineligible to bill Medicaid for one year. In June, we reported that Planned Parenthood Federation of America (PPFA) had announced a plan that would allow some of its regional affiliates to stop providing abortions so they could continue accepting that form of insurance. Others would continue providing abortion care, therefore losing their Medicaid eligibility. In September, PPFA told us this plan was no longer being considered. But as the October 1 deadline loomed, one affiliate—Planned Parenthood of Wisconsin—announced it would stop providing abortion care in the hopes of remaining eligible to participate in Medicaid.

Remember, federal funds cannot pay for abortions except in extremely limited circumstances due to an unjust policy called the Hyde Amendment. For the most part, Planned Parenthood clinics were only getting Medicaid reimbursement for providing other services, like birth control, STI testing, and cancer screenings. However, because Medicaid is funded by a combination of federal and state funds, the program does cover abortion in 20 states that pay for abortion coverage themselves.

So far, PPWI is the only affiliate to halt abortions. But because all of Planned Parenthood’s 46 affiliates are independent organizations, they are responding to Medicaid “defunding” in their own ways. (The number was 47, before the Gulf Coast affiliate closed its Louisiana clinics and merged with Greater Texas.) This means care—and specifically, whether or those insured by Medicaid can still get care at a Planned Parenthood location—will look different depending on where people live. 

Autonomy News has contacted every affected affiliate to determine whether they will continue to provide abortions, whether they’re still accepting patients with Medicaid, and if so, whether those patients can still get no- or low-cost care. 

Here’s what we know. This list may be updated.

No longer providing abortions, still seeing Medicaid patients

  1. Planned Parenthood of Wisconsin (read more)
    As of October 1, PPWI is the first Planned Parenthood affiliate to drop abortion services in a state where abortion remains legal. Medicaid recipients can still use their Medicaid at PPWI for other services like cancer screenings and contraception, and can get in-person abortion care at Care for All or Affiliated Medical Services.

No longer seeing Medicaid patients, still providing abortions

  1. Planned Parenthood Arizona (read more)
    Due to Arizona Medicaid rules, health providers can’t accept self-payment for services covered by Medicaid. However, because Arizona Medicaid doesn’t cover abortion except in limited circumstances, abortion patients with Medicaid have always been able to self-pay and can continue to do so.

Still providing abortions; Medicaid services at no cost or sliding scale

  1. Planned Parenthood of Central and Western New York
    Per PPCWNY’s website, “we are still treating Medicaid patients, at no cost to them.”
  2. Planned Parenthood Columbia Willamette (OR, one clinic in WA)
    “At this time, PPCW is still providing care for patients covered by Medicaid, even though we are not able to receive reimbursement from Medicaid,” the affiliate told us via email.
  3. Planned Parenthood of Delaware 
    PPDE is offering abortion and seeing patients with Medicaid insurance, who are "offered free services, or sliding scale fee."
  4. Planned Parenthood Great Northwest, Hawai‘i, Alaska, Indiana, and Kentucky
    Abortion is banned in Indiana and Kentucky, but this affiliate will continue to provide abortion care to patients at its locations in Washington, Alaska, and Hawaii. “Clinics will submit claims to the state health care authority for Medicaid reimbursement, as usual. But now that money will come only from state coffers, with no federal help,” they told us.
  5. Planned Parenthood of Greater Ohio
    “Medicaid patients can still self-pay for services at Planned Parenthood of Greater Ohio. Patients may be eligible for other financial aid and payment plans that cover the costs of services. We also offer a discount card at our pharmacy PPRx," a spokesperson said.
  6. Planned Parenthood of Greater Washington and North Idaho
    Abortion is banned in Idaho, but PPGWNI continues to provide abortions at its Washington locations. Washington state is covering lost Medicaid revenue for Planned Parenthood using state funds.
  7. Planned Parenthood Hudson Peconic (Long Island and Lower Hudson Valley, NY)
    PPHP told us it is “seeing Medicaid patients and not billing Medicaid.”
  8. Planned Parenthood of Illinois
    A spokesperson told us that “anyone can self-pay and we do offer care on sliding scale fees.”
  9. Planned Parenthood Keystone (Central and Eastern PA)
    This affiliate confirms it will continue providing abortions and that Medicaid patients can receive care at no cost for now. However a spokesperson added that if courts ultimately uphold the “defund” provision, “we may have to disenroll completely from the program and transition to serving Medicaid patients on a self-pay fee structure,” which would be sliding scale.
  10. Planned Parenthood Los Angeles
    This affiliate continues to see Medicaid patients and is “not passing on any additional costs to our patients at this time.” 
  11. Planned Parenthood League of Massachusetts 
    PPLM continues providing Medicaid services to patients at no cost thanks to a $2 million appropriation from the state.
  12. Planned Parenthood of Metropolitan Washington, D.C.
    “We are working closely with these patients to ensure that, despite our present inability to accept Medicaid coverage, their care at PPMW remains affordable and accessible,” said a spokesperson.
  13. Planned Parenthood of Greater New York 
    A PPGNY spokesperson said it is seeing all patients “regardless of their ability to pay.” 
  14. Planned Parenthood of the North Country New York (Upstate NY)
    PPNCNY says on its website that it is ”still seeing Medicaid patients at no cost to them."
  15. Planned Parenthood of Northern New England (ME, NH, VT)
    PPNNE will see Medicaid patients at no cost. Maine Governor Janet Mills signed a bill that will provide $6 million in state funds to shore up the state’s family planning network.
  16. Planned Parenthood Northern California
    PP NorCal will continue to provide abortion care and told us that it will continue to see patients "regardless of their ability to pay."
  17. Planned Parenthood of Northern, Central, and Southern New Jersey 
    PPNCSNJ said “we are still seeing Medicaid patients and offering a self-pay option,” including "low-cost care based on their own unique financial situation and needs."
  18. Planned Parenthood of the Rocky Mountains (CO, NM)
    Thanks to Colorado passing additional funding, PPRM is “able to continue taking Medicaid and will be reimbursed through state funds instead of federal funds.” 
  19. Planned Parenthood Pasadena and San Gabriel Valley (Greater Los Angeles)
    Though PPPSGV did not respond to our questions, its website says it is still providing abortions, and offering services to Medicaid recipients with no out-of-pocket cost.
  20. Planned Parenthood Southeastern Pennsylvania
    PPSP says on its website: "Medicaid update: There are no changes to your ability to get care or the cost of that care at this time."
  21. Upper Hudson Planned Parenthood
    UHPP continues to provide abortion care, and will not turn away patients with Medicaid.
  22. Planned Parenthood Association of Utah
    PPAU will continue to provide abortion care. A spokesperson said, “Medicaid patients can self-pay on a sliding-fee scale based on self-reported income and household size. We are not able to offer free care.”
  23. Planned Parenthood of Western Pennsylvania
    “PPWP will continue to see patients who use Medicaid as their primary insurance as self-pay patients and use dedicated donor-led funds to provide those services at the no-fee or sliding-scale fee level that patients need,” a spokesperson said.

Still providing abortions, Medicaid patients must self-pay

  1. Planned Parenthood of Michigan
    PPMI says it can see Medicaid recipients on a cash-pay basis, and that “we talk to everyone about all of their options, so they can choose what’s best for them. Whether that’s choosing to stay with PPMI and self-pay or, if they need or want to find another provider that can accept Medicaid, we provide referrals and resources, as well.”
  2. Planned Parenthood South Atlantic (NC, SC, VA, WV)
    A PPSAT spokesperson said that "a patient with Medicaid coverage can continue their care with us by paying out of pocket or using a different form of insurance."
  3. Planned Parenthood Southwest Ohio Region
    PPSWO said it would see “Medicaid patients on a self-pay basis,” but did not respond to questions about whether a sliding scale was available.

Still providing abortions, Medicaid status unknown

  1. Planned Parenthood of Florida
    PPFL has confirmed to Autonomy News that it will continue providing abortion care, but hasn’t yet responded to our questions about Medicaid.
  2. Planned Parenthood Keystone (Central and Eastern PA)
    This affiliate confirms it will continue providing abortions but has not yet responded to our questions about Medicaid.
  3. Planned Parenthood Mar Monte (Mid-CA and NV)
    PP Mar Monte will continue to provide abortion care but has not responded to our questions about Medicaid.
  4. Planned Parenthood of Maryland
    PP Maryland will continue to provide abortion care but has not responded to our questions about Medicaid.
  5. Planned Parenthood of Montana
    PP Montana will continue to provide abortion care but has not responded to our questions about Medicaid.
  6. Planned Parenthood North Central States (IA, MN, NE, SD)
    South Dakota bans abortion, while Iowa and Nebraska have bans after six and 12 weeks respectively. Abortion is legal in Minnesota, but Medicaid status is unknown.
  7. Planned Parenthood of Orange and San Bernardino Counties
    PPOSBC will continue to provide abortion care but has not responded to our questions about Medicaid.
  8. Planned Parenthood of the Pacific Southwest
    PPPSW will continue to provide abortion care but has not responded to our questions about Medicaid.
  9. Planned Parenthood of Southern New England (CT, RI)
    PPSNE will continue providing abortion care but we did not receive a clear answer to our question about Medicaid.
  10. Planned Parenthood Great Rivers (MO, one clinic in IL) 
    This affiliate hasn’t yet responded to our questions, but according to its website it is still scheduling abortion appointments.
  11. Virginia League for Planned Parenthood This affiliate hasn’t yet responded to our questions, but according to its website it is still scheduling abortion appointments.

Status unknown

These affiliates have not yet responded to our questions about abortion or Medicaid.

  1. Planned Parenthood California Central Coast 
  2. Planned Parenthood Great Plains (AR, KS, MO, OK)
  3. Planned Parenthood of Metropolitan New Jersey
  4. Planned Parenthood of Southwestern Oregon
  5. Planned Parenthood Southeast (AL, GA)

Abortion is banned, or PP previously banned from Medicaid

  1. Planned Parenthood of Greater Texas 
    Texas has a total abortion ban, and Planned Parenthood is banned from participating in Medicaid there.
  2. Planned Parenthood South Texas
    See above.
  3. Planned Parenthood of Tennessee and North Mississippi
    Abortion is banned in Tennessee and Mississippi, but PPTNM may still be able to accept Medicaid for other services. We will update when they respond to our questions.
